The Knee Center for the Study of Occupational Regulation 03.04.2021

Dr. Edward Timmons testified before the Minnesota State Government Finance and Policy and Elections Committee, making this his third testimony in a week! He previously provided testimony to the Kansas Senate Commerce Committee, as well as the Maine Legislature, Joint Committee on Health Coverage, Insurance, and Financial Services. To better organize any CSOR testimonial efforts, we've provided a 'CSOR Legislative Testimonies' tab on our website. Dr. Edward Timmons' piece on Indiana's HB 1364 was published by The Times of Northwest Indiana. The pending bill would permit barbers and cosmetologists to practice without obtaining a state-issued license. His article analyzes the opportunities the bill would award Indiana residents. "So when we think about granting barbers and cosmetologists the opportunity to work without a permission slip, let’s look at the whole picture. The state can do better for its residents, and it ...should not put corporate welfare for the few ahead of the rights and well-being of the many." #CSOR #occupational #licensing #reform #Indiana #opportunities #bill #barriers #consumers https://bit.ly/Guest-Indiana

In Conor Norris' newest Catalyst Voices piece, he discusses how Iowa CON laws prevented a hospital from expanding during a pandemic. "COVID-19 brought this issue to the forefront for many," Norris says. "State officials should be making it easier and removing unnecessary roadblocks to expand our healthcare capacity." Dr. Edward Timmons was cited in an article that discusses the burdensome training hours for licensed Illinois barbers and cosmetologists. The Center Square publication referred to a 2018 Archbridge Institute report that determined that additional barriers in occupational licensing likely resulted in greater income disparity. "Illinois added licensing requirements for 25 moderate-income occupations from 1993 to 2012, author Ed Timmons said. This increase was found to be asso...ciated with a 2.8% decrease in economic mobility and a 6.5% increase in income inequality. There is an intuitive explanation for this finding. By erecting often arbitrary barriers to entry, occupational licensing blocks many entrepreneurs from starting a new business." #CSOR #licensing #reform #barriers #opportunities #training #burdensome #economic #mobility #research http://bit.ly/Barber3450t
